SNOW REMOVAL

Open Competitive with Indian Preference

The Sicangu Wicoti Awayankapi (SWA) Corporation is soliciting bids for all labor, permits, materials, tools, insurances, and services for snow removal on rental units only for Horse Creek, Winner, Ideal, Milks Camp, Dixon Duplex, Butte Creek (Wood Community), Corn Creek, Blackpipe (Norris) and Kopper Key Apartments in Burke, South Dakota owned and operated by Sicangu Wicoti Awayankapi (SWA)/USDA Rural Development. The snow removal bid will only be from December 2015 through May 2016.

Soliciting for bids is invited from non-Indian as well as Indian-owned economic enterprises or organizations. Indian preference will be given in this award as set forth herein.

SCOPE OF WORK

The scope of work is for all labor, permits, materials, tools, insurances, and services for snow removal on rental units only for Horse Creek, Winner Housing, Ideal, Milkscamp, Dixon Duplex, Butte Creek (Wood), Corn Creek, Blackpipe (Norris), and Kopper Key Apartments in Burke, SD. Submit bid breakdown per hour per machine manned. Due to community area coverage, Sicangu Wicoti Awayankapi (SWA) Corporation may award more than one (1) contract. In Kopper Key apartments the sidewalks are included and the rest of them have driveways that are included in the bid.

INDIAN PREFERENCE

Any firm seeking Indian preference in this award must provide evidence that it is not less than 51 percent Indian owned and controlled. A prequalification application is being provided to you if you wish to claim the Indian preference. This application can be returned with your bid proposal. The bid proposal shall be returned to SWA Corporation by November 30, 2015 at 2:00 p.m. (central time). The Indian preference evaluation process shall be conducted prior to the bid evaluation and you shall be officially informed in writing as to your qualification for Indian preference. 

INSURANCE

Insurance Certification at or more then the following:

A. $1,000,000.00 Public Liability and Property

Damage Insurance

B. $1,000,000.00 Automobile Liability Insurance

C. $1,000,000.00 Workmen’s Compensation Insurance

D. $0 Cargo Liability Insurance

The Bidder agrees to secure and maintain, during all times engaged in work under the contract. These insurances must be furnished to the SWA Corporation a copy of the policy evidencing such insurances. The Bidder understands that the failure to carry public liability and property insurance in the amounts specified above will cause the Owner to terminate this Agreement. Bidder agrees to hold harmless and indemnify the Owner from and against any and all loss, cost, expense, damages, suits, causes of actions, attorney fees, and any and all other cost or expenses arising out of the performance of the Bidder, or the Bidder agents, servants, or employees hereunder.

AWARD

The contract(s) will only be awarded to responsible individual(s) or firm(s). The contract(s) will be awarded to qualified Indian enterprise(s) submitting the lowest responsive bid if such bid is within budgeting limits established for this solicitation and is within ten percent (10%) of the lowest responsive quotation from any qualified individual or firm.

If no responsive bid by a qualified Indian enterprise is within the above-stated limits, then award will be made to the individual or firm with the lowest responsive bid.

PROPOSED PROCESS

Bids will be received at the RST TECRO or at SWA Corporation, attention Danielle Burnette, Procurement Officer until 2:00 p.m., (CST) on November 30, 2015 at which time the bids will be opened and read aloud and accepted for consideration. All bids shall be submitted in a sealed envelope clearly marked “SEALED REBID-SWA 15-59 “SNOW REMOVAL”. NO FAX OR E-MAIL BIDS WILL BE ACCEPTED.
