IHS Rosebud Hospital provider agreement terminated

CMS has issued a final notification to the IHS Rosebud Hospital that it is terminating the hospital’s provider agreement, effective March 16, 2016. Termination means that IHS can no longer bill Medicare for services, impacting Medicaid funding as well. In addition, third-party revenue available to IHS to fund services, maintenance projects and other necessary costs will likely be reduced.
Providing access to quality medical care remains a top priority for IHS. The agency is committed to making improvements to ensure the safe delivery of care for patients at Rosebud Hospital and to implement reforms to stabilize, strengthen and raise the overall quality of care in the IHS Great Plains Area.
IHS and CMS are meeting with the Rosebud Sioux Tribe to discuss the next steps. IHS plans to propose to CMS that the agencies develop and enter into a Systems Improvement Agreement (SIA) designed to improve services at Rosebud Hospital to fully meet safety and quality of care standards, overcome systemic barriers to quality care, and resume all services at Rosebud Hospital as soon as possible.
IHS’ goal is to work with CMS as expeditiously as possible to reach agreement on an SIA so that the date of the proposed termination is extended while the Rosebud Hospital works under the terms of the SIA. If an SIA is approved, Rosebud would be able to continue billing Medicare and Medicaid.
It is important to know that patients continue to receive care at Rosebud Hospital. The hospital remains open to provide outpatient services and urgent care services. Due to lack of staff and limited resources, the emergency room at Rosebud Hospital is diverting patients to other facilities. If individuals are having a medical emergency, they should call 911 for possible ambulance dispatch, call the Rosebud Sioux Tribe Police Department, or go to the nearest 24 hour Emergency Room.
