The project is located within the boundaries of the Rosebud Sioux Tribe Reservation in Todd County within South Dakota, along the BIA Route 1102. North Spotted Tail Lane in the community of Rosebud, South Dakota.
Scope Of Work.
The work consists of Removal and Replacement of an existing bridge crossing Rosebud Creek, in the community of Rosebud, South Dakota on the Rosebud Sioux Reservation along the BIA Route 1102-North Spotted Tail Lane across the Rosebud Creek. Old Hollow Wood Bridge Structure Replacement Project No. 1102-20(3). The new structure is a Single Span Precast Bulb Tee Bridge, 44ft. total length.
The construction period for the contract will begin following issuance of a Notice to Proceed and shall be completed (Substantial Completion) no later than September 25, 2020. The completed project date will be November 30, 2020.
Instructions to Bidders:

Bid Proposal Submittals. Sealed proposal shall be accepted from 02/26/2020 until 03/25/2020 at 12:00 p.m. (CST). Bid proposals shall be submitted within a sealed envelope and clearly marked on the outside of the envelope “Bid No. 19-079 - Old Hollow Wood Bridge Replacement Project”. Failure to do so shall result as a “No Bid” and will be mailed back to the sender. The Tribe shall retain the right to reject any and all bids pursuant to the best interest of the Rosebud Sioux Tribe. The bids will be publicly opened 03/25/2020 at 1:30 p.m. (CST) at the TECRO Office in Rosebud, SD.
The Tribe will not accept e-mail, fax, or telephone bids.
Mailed or Delivered Bids.
Remitters shall mail certified or hand delivered to: Stephen DeNoyer III, Treasurer, RST Finance Office in the Rosebud Sioux Tribe Headquarters, 11 Legion Avenue or mail to P.O. Box 430, Rosebud, SD 57570. Please submit ten copies.
The following must be included in the bid package or the bid will be considered a “No Bid”:
A. Project approach.
- Described a basic course of action to implementing the project that properly interprets the project.
- Identify provisions for dealing with potential impacts, impediments, or conflicts
(TECRO employees, personnel conflict, language barriers, material issues, safety)
- Provide a schedule of key project milestones and discuss the rationale behind this schedule.
B. Provide proof of suspension debarment certification. Provide documentation from the U.S. GSA System for Award Management (SAM). Form must not be older than 30 days. Form is acquired at https://www.sam.gov/SAM/
C. RST TECRO and Fee:
(1) All bids must have the 3% TECRO fee included.
(2) Qualified Indian owned firms are encouraged to apply pursuant to Ordinance No. 86-03. To become eligible for Indian preference contact Shannon Brill, Acting Director, at (605) 747-2322.
D. Tribal Business License. Interested parties, general contractor including sub-contractor, may obtain a business license pursuant to tribal Law & Order Code of Title 11 – Tribal Tax Code. Contact the Revenue Office for Whitney Meek, Director, at (605) 747-5045.

Award will be made to the lowest responsive bidder, but only after preference is given to any Indian bidders if there are any.

Right To Reject Any Or All.
This invitation for Bids does not commit the Rosebud Sioux Tribe to award, nor to pay and costs incurred in the preparation of bids or to procure supplies. The Rosebud Sioux Tribe reserves the right to reject any or all bids and to waive any irregularities or to re-advertise when it is in the best interest of the Tribe.
