The Rosebud Sioux Tribe’s Child Care Services will be accepting proposals from Architecture & Engineering firms or teams for the final design (DDs and CDs) and construction administration (CA) services for a single new building housing Child Care administration services and a daycare center. The Child Care Services is requesting a new office building/day care that meets the needs of the tribe in a culturally appropriate way, provides exceptional value, and long-term durability while also emphasizing the use of renewable energy and “green” building materials.
The design development, final design and construction documents will be based on a set of schematic architectural bridging documents provided by the tribe at the time of the commencement of the work requested under this RFP.
The work covered by this RFP will include all necessary architectural and engineering plans and specification for the design review, bidding, permitting and construction of the new building and associated site work. Site Plans would include, but are not limited to, storm and wastewater management, as well as parking, environmental landscaping and access road design.
Note that the outline scope of work for the project and conceptual design is included in the form of conceptual drawings and narrative as “Appendix A” to this request for proposals. This information is intended to inform RFP responses in terms of conceptual scope and design, however the final design to be executed is still in development.
Design teams should assume one trip to the site to familiarize the team with the site conditions and to discuss and review the bridging documents and 3 subsequent design meetings.
Design teams should assume one pre-bid meeting for potential contractors.
Design teams should indicate the frequency of construction site visits that they recommend but no less than bi-weekly during construction.
Design teams should include an initial cost estimate based on the schematic bridging documents as well as DD and CD estimates. Design teams will be expected to recommend and implement any design changes or refinements necessary to align the project with the construction budget.
Design teams should provide at least four references two of which should be for projects including educational spaces for young children.
This Request for Proposal (RFP) will remain open and continuous until 5:00 p.m. CST on March 6, 2020.
The sealed proposals will be publicly opened at 2 p.m. CST on March 9, 2020 in the RST Treasurers’ office P.O. Box 430, 11 Legion Ave Rosebud, SD 57570, located in the Rosebud Sioux Tribe Administration Building in Rosebud, SD.
All proposals must be submitted in writing with total cost of overall project, and breakdowns outlining specific dollar amounts by phase and by discipline.
In addition, proposals should include team qualification including previous experiences with tribal project and the design of educational spaces for young children. Proposals can be mailed to the following address:

The Rosebud Sioux Tribe has the right to reject any or all proposals (bids), waive informalities, or accept any bid or combinations thereof which appears to serve the best interest of the Tribe. Award of the project will be subject to the Rosebud Sioux Tribe business regulatory requirements. Bidders must provide proof of suspensions and debarment certifications.
