Notice of Intent to Expand an Animal Feeding Operation

Notice is hereby given that the SD Department of Environment and Natural Resources has received an application for state permit coverage under the 2017 General Water Pollution Control Permit for Concentrated Animal Feeding Operations for an expanding animal feeding operation from:

The operation is located in the Southwest 1/4 of Section 35, Township 39 North, Range 25 West and Northwest 1/4 of Section 2, Township 38 North, Range 25 West in Todd County, approximately twenty miles west and five miles south of Winner. Permit coverage was not previously required or obtained for the existing operation, which consists of open lots for a maximum of 999-head of beef cattle, a sediment basin, a holding pond, and 12.4 acres of drainage. The proposed operation consists of open lots for a maximum of 1,420-head of beef cattle, a sediment basin, a holding pond, and 18.1 acres of drainage. The designed capacity of the holding ponds is for at least 365 days of liquid storage. With the proposed expansion, the total population will be a maximum of 2419-head of beef cattle. The manure will be land applied to fields located in portions of the following sections in Todd County.

Sections 26, 27, 28, and 35 in Township 39 North, Range 25 West; and 

Sections 1, 3 and 9 in Township 38 North, Range 25 West.

Any person desiring to comment on whether the application meets the general permit requirements must submit written comments within thirty (30) days of the publication of this notice. Commenters shall provide their name and address, a statement of the action they wish the department to take, and the facts supporting their position.
