January 22, 2020

The meeting of the Todd County Commissioners was called to order by the Chairman in the Commissioner Room at the County Building at Mission on January 22, 2020 at 10:02 a.m. Roll call showed Board members Gregg Grimshaw, Patsy Valandra, David Assman, Howard Heinert and Marshal Tinant. Also present was Auditor Barbara DeSersa and Young Colombe, RST.

Assman made the motion, seconded by Tinant, to approve the agenda with the addition of Young Colombe, RST Water and Sewer Department and Ron Valandra, VSO.

Roll call: All ayes. Motion carried.

No conflict of interest reported.

No one appeared for Public Comment.

Young Colombe, RST Water and Sewer Department, came to the meeting to ask the Commissioners to agree to an Easement for a parcel owned by Todd County. The easement is for the South 100’ of Lot 18, Block 10, St Francis Outlot Subdivision, Town of St. Francis, Todd County, South Dakota. The RST is doing a sewer renovation in the Town of St. Francis.

Assman made the motion seconded by Tinant, to give the Chairman permission to sign the Easement for the South 100’ of Lot 18, Block 10, St Francis Outlot Subdivision, Town of St. Francis, Todd County, South Dakota.

Roll call: Ayes: Grimshaw, Assman, Heinert and Tinant. Nays: Valandra. Motion carried.

Barry Bailey, Acting Sheriff, and Wesley Sudbeck, Deputy Sheriff, came to the meeting to discuss purchasing a new vehicle to replace the 2007 Durango they are currently using. Mr. Sudbeck said the Durango needs some engine repairs. The Commissioners discussed looking for a used engine. Mr. Sudbeck would like the Commissioners to consider hiring a part-time Deputy Sheriff after he is certified as the Todd County Sheriff. Mr. Sudbeck would like to transfer the surplus handheld radios from the Sheriff Department to the Highway Department inventory. Tinant made the motion, seconded by Valandra, to transfer the handheld radios from the Sheriff’s Department to the Highway Department.

Roll call: All ayes. Motion carried.

Hugh Storms, Highway Superintendent, came to the meeting to give his report. The crew is repairing some of the equipment, have winged back the snow on all roads and returned to areas in Lakeview where snow drifted back in. Mr. Storms discussed getting a different snow blower as the one that the county has is not effective in the hard snow that the county needs to move. Discussion was held on hiring Randy Vrbka and Brad Beck. 

Heinert made the motion, seconded by Assman, to adopt the following:

RESOLUTION (8-2020):

Be it Resolved by the Todd County Board of Commissioners to herby hire Randy Vrbka as a full-time, Highway Employee effective January 14, 2020 and be compensated at the rate of $12.79 per hour with a 90-day probation.

Assman made the motion, seconded by Tinant, to adopt the following:

RESOLUTION (9-2020):

Be it Resolved by the Todd County Board of Commissioners to herby hire Brad Beck as a full-time, Highway Employee effective January 27, 2020 and be compensated at the rate of $12.79 per hour with a 90-day probation.

Tinant made the motion, seconded by Assman, to give the Auditor permission to advertise for bids for Bulk Fuel to be opened February 19, 2020 at 11:00 a.m.

Roll call: All ayes. Motion carried.

Ron Valandra, VSO, came to the meeting to tell the Commissioners he will have the office open full-time again from 8:30 a.m. to 5:00 p.m. starting January 27, 2020.

Tinant made the motion, seconded by Assman, that the minutes of the meeting held on January 8, 2020 be approved as read.

Roll call: All ayes. Motion carried.

The Auditor’s Account with the Treasurer was presented for the approval of the Board as follows:

Tinant made the motion, seconded by Valandra, that the Auditor’s Account with the Treasurer be approved as presented.

At 11:10 a.m. Tinant made the motion, seconded by Assman to enter into Executive session to discuss a personnel issue pursuant to SDCL 1-25-2 (1).

At 11:12 a.m. Valandra made the motion, seconded by Assman, to return to regular session.
