October 16, 2019

The meeting of the Todd County Commissioners was called to order by the Chairman in the Commissioner Room at the County Building at Mission on October 16, 2019 at 10:00 a.m. Roll call showed Board members Gregg Grimshaw, Patsy Valandra, David Assman, Howard Heinert and Marshal Tinant. Also present was Deputy Auditor Terri Fisher.

Gregg Grimshaw discussed a road in southern Todd County. A landowner told Mr. Grimshaw he is unable to get to his grain bin. Mr. Assman thinks research needs to be done before the Commissioners decide on anything. Further discussion was held. 

Tinant made the motion, seconded by Assman, that the minutes of the meeting held on October 2, 2019 be approved as read.

Roll call: All ayes. Motion carried.

James Mesker, Mesker Construction, came to the meeting to discuss repairing Littleburg Road. There is a 2,800 ft stretch that Mr. Mesker plans on repairing with hot mix and then applying an armor coating on top. Mr. Mesker suggested the County repair the rest of the road with cold mix, as it will cost less than hiring it done. Valandra made the motion, seconded by Tinant, to repair a portion of Littleburg Road. 

Roll call: All ayes. Motion carried.

Tinant made the motion, seconded by Assman, to adopt the following:

RESOLUTION (23-2019):

Be it Resolved by the Todd County Board of Commissioners to herby increase Owen Marshall’s wage for completion of probation on September 24, 2019 and

Hereby be compensated at the rate of $15.15 per hour.

Terri Fisher, County Deputy Auditor, was present for the public hearing for various supplements to the 2019 budget. Tinant made the motion, seconded by Valandra to adopt the following:

RESOLUTION (24-2019):

WHEREAS it is necessary to supplement the 2019 Annual Budget in order to carry on the indispensable functions of Todd County; and 

WHEREAS, the adoption of the proposed Supplemental Budgets was duly considered by the Todd County Commission on the 16th day of October 2019, at 11:00 a.m., in the Commission Meeting Room, pursuant to due notice; now, therefore, be it

RESOLVED by the Todd County Commission that the following Supplemental Budgets be, and the same is, hereby approved for the purpose of providing budget to conduct the indispensable functions of Government, to-wit:

Acct #100-212 Jail, $25,000.00

Total Appropriations, $25,000.00

Source of Funding:

Unassigned Fund Balance, $25,000.00

HIGHWAY FUND:

Roll call: Ayes: Grimshaw, Valandra, Assman, Heinert and Tinant. Nays: None. Resolution adopted.

The Register of Deed’s Statement of Fees Collected during the Month of September, 2019 showed $609.50.

Tinant made the motion, seconded by Assman, to approve the Golden West Telecommunications application for occupancy on the right of county highways.

Heinert made the motion, seconded by Assman, that the claims be approved as follows:
