The August 12, 2019 regular meeting of the Todd County School District Board of Education was held in the Curriculum Center of the Administration Building.
Board President Debra Boyd called the meeting to order at 5:30 p.m. All motions carried unanimously, unless otherwise stated.
MEMBERS PRESENT: President Debra Boyd, Vice President Linda Bordeaux, Member Shelly Means, Member Timothy Cournoyer, Member Michelle Allen.
ADMINISTRATORS PRESENT: Superintendent Carol Galbraith, Business Manager Chad Blotsky, Public Relations Coordinator Phyllis Littau.

D. Approve contract with Sharpe Enterprises, utilizing prior bid of any government entitiy, as allowed and defined under SDCL5-18A-1(27), 5-18A-5 and 5-18A-7, for 6” reinforced paving/regrade of existing gravel, parking lot at TCES. (attachment to be distributed at meeting).
E. Approve the following certified contract enters for the 2019-2020 school year contingent upon completion of drug test and criminal background investigation:
1. Emily Barnett, Elementary Teacher at HeDog School, $45,000.00.
2. Pamela Berreth, Elementary Teacher at Rosebud Elementary, $45,000.00.
3. Stephanie Schuyler, Preschool Teacher at Resource Center-HeDog, $49,000.00.
4. Justin Schuyler, Exceptional Education Teacher at Resource Center, $48,500.00.
F. Approve the following salary adjustments:
1. Rebecca Holzbauer, from $43,500.00 to $50,000.00 (employment years verified).
2. Tabitha Hamilton, from $48,500.00 to $50,000.00 (employment years verified).
G. Offer the following supplemental contracts:
1.Cindy Bachelor, Head Teacher at Littleburg School, $4,050.00.
2. Angela Iron Heart, Fall & Winter Cheerleading Advisor at TC High School, $4,275.00 each.
H. Approve the following support staff recommendations:
1. Logan Herb, para professional at TC Elementary School (verbal).
2. Kimberly Schmit, Exceptional Education para professional at TC Elementary School.
3. Blake Burnette, para professional at TC Elementary School (verbal).
4. Ryan Long Warrior, para professional at Rosebud Elementary.
Motion by Bordeaux, second by Boyd and carried to designate Shelly Means to serve as representative at the Annual Meeting of the Cherry Todd Electric on September 14, 2019 at Rosebud Casino. Motion passed with a vote of 4-0-1, with Means abstaining.
Motion by Means, second by Bordeaux to accept the resignation of Karen Koffskey, Elementary Teacher at Rosebud Elementary, with the $1,500.00 in liquidated damages being deducted from her final paychecks.
Motion by Means, second by Allen and carried accept the resignation of Kristin Iyotte as Counselor at TC Elementary School, with $2,000.00 in liquidated damages being deducted from her final paychecks and Assistant Volleyball Coach at TC High School.
Motion by Bordeaux, second by Allen and carried to offer a professional contract to Mary Van Winkle as Social Worker at Districtwide/Rosebud Elementary, $46,500.00, contingent upon completion of drug test and criminal background investigation.
Motion by Bordeaux, second by Means and carried to offer an administrative contract to Bradley Bartling as Director of Transportation & Building Maintenance, $60,000.00, effective August 13, 2019 contingent upon completion of drug test and criminal background investigation. Motion carried with a vote of 4-1, with Cournoyer voting no.
Melinda Yellow Eagle expressed concerns about the way interviews were held.
Motion by Means, second by Bordeaux to enter into executive session for personnel under SDCL 1-25-2, at 5:47 p.m. Motion carried with a vote of 4-1, with Cournoyer voting no. Tim Cournoyer left the executive session at 5:49 p.m.
President reconvened the regular meeting at 6:34 p.m.
Motion by Bordeaux, second by Means to approve the following certified contract enters for the 2019-2020 school year contingent upon completion of drug test and criminal background investigation: Rebekah Heath, Elementary Counselor at TC Elementary, $46,500.00.
