August 7, 2019

The meeting of the Todd County Commissioners was called to order by the Chairman in the Commissioner Room at the County Building at Mission on August 7, 2019 at 10:00 a.m. Roll call showed Board members Gregg Grimshaw, Howard Heinert, Dave Assman, Marshal Tinant and Patsy Valandra. Also present was Deputy Auditor Terri Fisher and Sonja Lurz, Highway Secretary.

Sonja Lurz, Highway Secretary, had an estimate from Jimmy and Scott VandenHoek for siding the remaining two sides of the County Building. Assman made the motion, seconded by Heinert to hire VandenHoek’s to side the remaining two sides of the County Building. 

Roll call: All ayes. Motion carried.

Mr. Tinant provided a report from the FEMA applicant briefing meeting which he and Mr. Heinert attended on July 19th. Todd County is currently waiting for FEMA to assign a Program Delivery Manager, who will help facilitate the County’s disaster reimbursement process. The county will need to upload all information concerning the Spring disasters to FEMA’s website. Once the documentation is approved, FEMA will reimburse 75 percent of the cost of the repairs, the state will reimburse 10 percent, and the county will be responsible for the remaining 15 percent. It will be important for the County to be in compliance with State solicitation requirements, as well as being mindful of wildlife and historical preservation. The County will work with THPO and SHPO regarding these matters. 

At 10:30 A.M. the bid opening for gravel hauling for 2019-2020 was held as advertised. Hugh Storms, Highway Superintendent, was present. Bids were received as follows:

1. Flat Creek Construction, Valentine, NE

$ .17 per ton-mile gravel hauling

$ .70 for a 980 Loader per ton haul

Valandra made the motion, seconded by Assman, to accept the bid from Flat Creek Construction as presented.

Sonja Lurz, Highway Secretary, and Hugh Storms, Highway Superintendent, would like to attend a D-Ware Conference in Mitchell on September 18 & 19, 2019. Tinant made the motion, seconded by Assman, to authorize the necessary expenses for Sonja Lurz, Highway Secretary and Hugh Storms, Highway Superintendent, to attend a Conference in Mitchell, SD on September 18 & 19, 2019.

Roll call: All ayes. Motion carried.

Barry Bailey, Acting Sheriff, joined the meeting for Sheriff interviews.

At 10:45 a.m. Tinant made the motion, seconded by Heinert, to enter into Executive session to discuss a personnel issue pursuant to SDCL 1-25-2 (1).

At 11:05 a.m. Tinant made the motion, seconded by Valandra, to return to regular session.

Valandra made the motion, seconded by Heinert, to change the Commissioner meeting on September 4th to September 3rd, the day established in Statute to consider the 2020 Provisional Budget.

Roll call: All ayes. Motion carried.

The Commissioners reviewed a contract for making payments on delinquent taxes that Marla Liggett, Treasurer, filled out. Because it is already known that the Commissioners do not enter in to contracts regarding delinquent taxes, they did not approve nor sign the contract. 

Tinant made the motion, seconded by Assman, to authorize the Auditor to publish the hearing for the 2020 Provisional Budget as required by law.

Mary Olson, landowner, came to the meeting to discuss the current road conditions on the Parmelee cut across. There are large crevices in the road that make it hard to travel. The Commissioners said they will discuss it with Hugh Storms, Highway Superintendent, about potentially graveling the road and/or installing a culvert. 

Mr. Tinant discussed with the other Commissioners the possibility of Todd County establishing a Facebook page that could be utilized to disseminate information to the public. It is his feeling that an official page that contained accurate and up to date information could be a useful tool in educating the public as well as keeping people informed of where the road crew is working and on what projects. Tinant made the motion, seconded by Valandra, for Todd County to establish an official Facebook page.

Tim Murray and Stan Heinert, Parmelee Fire Department, joined the meeting to ask the Commissioners for monetary assistance in buying a new vehicle for the Fire Department. Mr. Murray informed the Commissioners that the fire trucks that they have now are old and unreliable. Mr. Murray had a quote for a vehicle as well as a flat bed. The Commissioners told Mr. Murray that they would discuss this further.

At 11:45 A.M. Ron Valandra, Veterans Service Officer, joined the meeting to have the Commissioners review a letter from the South Dakota Department of Veterans Affairs. The letter provided the estimated dollar expenditures for major VA programs at the State and County level. 

The Register of Deed’s Statement of Fees Collected during the Month of July, 2019 showed $660.00.

The Auditor’s Account with the Treasurer was presented for the approval of the Board as follows:

Tinant made the motion, seconded by Heinert, that the Auditor’s Account with the Treasurer be approved as presented.

Tinant made the motion, seconded by Valandra, to give the Chairman permission to sign the 2020 LEMPG, Local Emergency Management Performance Grant Agreement, (formerly SLA) contract.

At 12:00 p.m. Kara Walkling, Emergency Manager, called the Commissioners via speakerphone. Mrs. Walkling provided some additional information on the FEMA monies and asked the Commissioners if they would reimburse her mileage. Mrs. Walkling has already expended considerable time and effort covering the county and gathering information for the FEMA disaster assistance application. She will be incurring additional travel to assist in completing the application and would like to be reimbursed for that travel. Tinant made the motion, seconded by Valandra, to authorize mileage reimbursement for Kara Walkling, Emergency Manager, for travel incurred in completing the FEMA application.

Marshal Tinant would like to attend the 2019 SDACC Convention in Pierre on September 16 & 17, 2019. Valandra made the motion, seconded by Assman, to authorize the necessary expenses for Marshal Tinant, Commissioner, to attend the 2019 SDACC Convention in Pierre, SD on September 16 & 17, 2019.

The Commissioners reviewed the 2018 Annual Report required by the South Dakota Department of Legislative Audit.
