The meeting of the Todd County Commissioners was called to order by the Chairman in the Commissioner Room at the County Building at Mission on June 3, 2019 at 10:05 a.m. Roll call showed Board members Gregg Grimshaw, Patsy Valandra, David Assman, Howard Heinert and Marshal Tinant. Also present was Auditor Barbara DeSersa and Paul Jermilenko.

Paul Jermilenko entered the meeting on behalf of his wife for Laurie’s Center. She could not be there, so Mr. Jermilenko came in her stead to inquire if there were any existing easements on the adjoining property with Damian Harmon, that would prevent Mr. Harmon from parking cars close to the Russo property. The commissioners advised that Mr. Jermilenko could seek this information from the Register of Deeds. Mr. Jermilenko then further inquired as to whether there were statutory easements regarding such matters. The commissioners advised that he would need to consult with an attorney in the matter.

Barry Bailey, Acting Sheriff, came to the meeting to tell the Commissioners he will be gone a day here and there and Mr. Bailey lined up Mellette County to cover for him. 

At 10:30 a.m. Heinert made the motion, seconded by Assman, to enter into Executive session to discuss a personnel issue pursuant to SDCL 1-25-2 (1).

At 10:42 a.m. Assman made the motion, seconded by Heinert, to return to regular session.

Discussion was held on the Prairie Hills Bar and who owns the liquor licenses, as it is closed. 

Hugh Storms, Highway Supervisor, came to the meeting to give his report. Discussion was held on a grader that needs fixed. It will cost $35,000.00 to fix it as the hydraulic pump went out. The machine has 14,000 hours and the decision was to fix it. Discussion was held on several roads.

Valandra made the motion, seconded by Tinant, to adopt the following:

RESOLUTION (16-2019):

Be it Resolved by the Todd County Board of Commissioners to herby hire Anthony Night Pipe as a full-time, Highway Employee effective May 24, 2019 and be compensated at the rate of $12.79 per hour with a 90-day probation.

Sonja Lurz, Highway Secretary, and Ronald Valandra, VSO, joined the meeting. Mrs. Lurz brought a letter from CHS wanting a $25.00 rent fee on the propane tank. Mrs. Lurz asked if we owned the tank or if CHS did, as rent hasn’t been paid in the past. Mr. Assman said she should look into before sending the payment. The fax machine is broken and with it being 11 years old, parts are not available to fix it. A new commercial fax machine is $499.99 from OPC and they will service it as well. Tinant made the motion, seconded by Heinert, to buy the commercial fax machine from OPC in the amount of $499.99.

The Auditor’s Account with the Treasurer was presented for the approval of the Board as follows:
