May 1, 2019

The meeting of the Todd County Commissioners was called to order by the Chairman in the Commissioner Room at the County Building at Mission on May 1, 2019 at 10:09 a.m. Roll call showed Board members Gregg Grimshaw, Patsy Valandra, David Assman, Howard Heinert and Marshal Tinant. Also present was Auditor Barbara DeSersa, Bill Tucker, Lucy and Lacy Peterson and Andrew Red Bear, Deputy Sheriff.

At 10:10 a.m. the RE Surplus Sale bids were opened as advertised. Lacy and Lucy Peterson were present for the bid opening. Bids were received as follows:

Lucy Peterson, $3,100.00, Lot 3, Block 7, Outlot A, Jones Addn, Sub-Div. Mission City

Tinant made the motion, seconded by Heinert, to accept the bid from Lucy Peterson as presented for 

Lot 3, Block 7, Outlot A, Jones Addn, Sub-Div. Mission City.

Roll call: Ayes: Grimshaw, Assman, Heinert and Tinant. Nays: None. Abstain: Valandra. Motion carried.

Bill Tucker, Private Contractor, brought in a proposal to do maintenance and road improvements on County roads. Mr. Tucker would like to focus mainly on the Lakeview area of the county. The proposal is a 1-year contract for 1,200 machine hours at $150,000.00. Anything over the 1,200 hours would be $150.00 per hour. The Commissioners said they would discuss it with Hugh Storms, Highway Superintendent. Mr. Tucker left the meeting.

Kara Walkling, Emergency Manager, joined the meeting. Mrs. Walkling brought in the pictures of the road damage caused by the flooding in Todd County. The SDDOT came and looked at the damage. They have a budget to help with the damaged roads. Mrs. Walkling will be submitting an estimate to the SDDOT and to FEMA. FEMA pays a percentage of damages. Hugh Storms, Highway Superintendent, entered the meeting. Discussion was held on a large culvert that is needed for Site 4. Mr. Storms was told it may cost up to $750,000.00 to put in a new culvert, which will include the Engineer and Hydraulics that need to be performed on that site. 

Dwight Logterman, land owner, called into the meeting to discuss the work that has not been done in the Lakeview area. Mr. Logterman is very concerned for the safety of the traffic in this area and would like some dirt work done. 

Discussion was held on many roads. With the exception of a single east/west road one time, and the main lakeview road two times, no county blade has moved any dirt in Lakeview since the Winter Storm in early March. Mr. Grimshaw said someone needs to work in the Lakeview area even if it is on the weekend.

At 11:18 a.m. Tinant made the motion, seconded by Valandra, to enter into Executive session to discuss a personnel issue pursuant to SDCL 1-25-2 (1).

At 11:26 a.m. Tinant made the motion, seconded by Valandra, to return to regular session.

Discussion was held on Bill Tucker’s proposal. The Commissioners would like to start with a small project chosen at the discretion of Mr. Storms. Possibly a one mile stretch of road, or a culvert project to have Mr. Tucker quote as to a number of machine hours, complete, and have inspected before the county commits to a long term project. 

The Auditor’s Account with the Treasurer was presented for the approval of the Board as follows:

Tinant made the motion, seconded by Assman, that the Auditor’s Account with the Treasurer be approved as presented.

Valandra made the motion, seconded by Tinant, that the minutes of the meeting held on April 17, 2019 be approved as read.

Discussion was held on the Kiosk machine that will renew car tags. Mr. Tinant was told the only place the machine could go is in the front entrance. Mr. Tinant will visit with the State again.

The Auditor presented the following Application for the Abatement of Taxes for the approval of the Board:

Ruby Dubray Kills In Water, c/o Belva Morrison, N ½ of Lot 3, Block 5, Town of St. Francis, Parcel 02.01.05.03; 2018 RE $105.54.

Tinant made the motion, seconded by Assman, to approve the application as presented.

Assman made the motion, seconded by Heinert, to authorize the necessary expenses for Barbara DeSersa, Auditor, Marla Liggett, Treasurer and Louise Flisram, Register of Deeds, to attend a Spring Workshop in Pierre, SD on May 14-15, 2019.

Roll call: All ayes. Motion carried.

Heinert made the motion, seconded by Valandra, that the claims be approved as follows:

Andrew Red Bear, Deputy Sheriff, re-entered the meeting to discuss whether he should keep working, as his probation expires on May 6. Mr. Grimshaw asked Mr. Red Bear to keep working and they will decide at the next meeting on May 15, 2019.

At 12:10 p.m. Tinant made the motion to adjourn until May 15, 2019 at 10:00 a.m., seconded by Heinert.
