Request for Proposal
Sicangu Wicoti Awayankapi (SWA) Corporation is soliciting for lump sum fixed-price bids for all labor, permits, materials, tools, insurances, and services to exterminate bugs, ants, rodents, bed bugs, and other vermin on an as needed basis in vacant, low rental units and other property owned and operated by SWA Corporation under its small purchase procedures with contract total not to exceed $30,000.00. The Pest Control Contract will begin May 1, 2019 and end December 31, 2019.
Request for Bids are invited from non-Indian as well as Indian-owned economic enterprises or organizations beginning April 5, 2019 at 8:00 a.m. and closing April 19, 2019 at 2:00 p.m. Indian preference will be given in this award as set forth herein.
SCOPE OF WORK
All labor, permits, materials, tools, insurances, and services to exterminate bugs, ants, rodents, bed bugs and other vermin in residential and vacant housing units, Sicangu Village I & II, Sicangu Village Estates I & II & III, Kopper Key Apartments, Wicozani, Thin Elk, Menard and White Hat Complexes and Elderly Complexes owned and operated by the SWA Corporation on an as needed basis, for the period of May 1, 2019 thru December 31, 2019.
You must include follow up sprays. The scattered units are one to five bedroom. We also have duplex up to eight-plex units, three 20-plex, one 10-plex for Elderly and a 36-unit apartment complex. You must include price if different to spray administration buildings which includes the following: Administration Building, Warehouse, Maintenance, Construction, Inspection buildings, the hallways, storage area, and laundry rooms in the complexes if needed.
Contractor must have proof of the following to be included with Proposal: Workman’s Compensation, Comprehensive, Comprehensive vehicular liability, Professional Liability/ Errors and Omissions and all applicable license certificates for the state of South Dakota.
Any firm seeking Indian preference in this award must provide evidence that it is not less than 51% Indian owned and controlled. A prequalification application is being provided to you if you wish to claim the Indian preference. This application must be returned with Proposal. The Indian preference evaluation process shall be conducted during the bid evaluation and you shall officially inform as to your qualification for Indian preference.
STATEMENT REGARDING INDIAN PREFERENCED IN SUBCONTRACTING EMPLOYMENT AND TRAINING
All bids must contain a commitment to provide Indian preference in 1) subcontracting, 2) training, and 3) employment, and must contain a statement describing the methods that will be used to provide such preference. This statement will be evaluated as part of the submitted bid, and any bids failing to contain such preference statement or failing to adequately address such preference requirements shall be deemed non-responsive. If you believe it is infeasible to provide Indian preference in subcontracting, training, or employment, you must include in your bid a certification as to the reasons why.
The contract(s) will only be awarded to responsive, responsible individual(s) or firm(s). The contract(s) will be awarded to qualified Indian enterprise(s) submitting the lowest responsive bid if such bid is within budgeting limits established for this solicitation and is within ten percent (10%) of the lowest responsive bid from any qualified individual or firm.
If no responsive bid by a qualified Indian enterprise is within the above-stated limits, then award will be made to the individual or firm with the lowest responsive bid.
The selected contractor will be responsible for paying all Tribal license fees and taxes, as well as permits that may be required, if any. Contact RST Tax Commission at 605-747-2381.
The successful individual or firm on this solicitation must comply with the Rosebud Sioux Tribe TECRO Ordinance, including any licensing requirements. A copy of the RST TECRO Ordinance may be obtained from the RST TECRO office at 605-747-2322.
The SWA Corporation reserves the right to accept, reject any and all bids or proposals. No member of the governing body, officials or persons directly involved with the SWA Corporation will have any bid privileges.
Submit your proposals to the SWA Corporation, ATTN: Gerald Eagle Bear by 2:00 p.m. (CST) on April 19, 2019 at which time the bids will be opened, read aloud and accepted for consideration. All bids shall be submitted in a sealed envelope clearly marked “SEALED BID- SWA 19-07 PEST CONTROL.” NO FAX OR E-MAIL BIDS WILL BE ACCEPTED.
