November 7, 2018

The meeting of the Todd County Commissioners was called to order by the Chairman in the Commissioner Room at the County Building at Mission on November 7, 2018 at 10:06 a.m. Roll call showed Board members Gregg Grimshaw, Patsy Valandra, William Giroux, Alec Whipple and Marshal Tinant. Also present was Auditor Barbara DeSersa.

Tinant made the motion, seconded by Valandra, that the minutes of the meeting held on October 17, 2018 be approved as read.

Roll call: All ayes. Motion carried.

Gregg Grimshaw had brought in some Right of Way Contracts that Lynda Douville, RST Map-21 Program Director, and Dale Young had given him to sign. Mr. Grimshaw wanted the other Commissioners to review them before signing them. The Commissioners had previously requested that Mrs. Douville provide a full explanation of what financial commitment was expected of the county for the project, with no response. The contracts read that the county would pay the land owners for the right of way. As such the commissioners decided to wait to take action on the contracts.

Giroux made the motion, seconded by Whipple, to approve the 2019 Application for the Alcoholic Beverage License submitted by Rosebud Casino for Retail (on-sale) Liquor with Sunday sales.

Roll call: Ayes: Grimshaw, Valandra, Whipple, Tinant and Giroux.

 Nays: None. Motion carried.

Hugh Storms, Highway Superintendent, came to the meeting to give his report. The crew has been blading various roads and graveled two miles on the Haase road. Bob Long and Shawn Bordeaux entered the meeting. Mr. Long brought in a sample of gravel that the Rosebud Tribe is using to gravel their roads and a chart as to how much it would cost the County to buy this gravel. Mr. Long would ask the Tribe if they could help haul the gravel and make this a joint effort getting the roads fixed. The Commissioners will look at the roads that have this gravel on it. Mr. Long left the meeting.

Shawn Bordeaux, District 26A State Representative, came to the meeting to tell the Commissioners he is willing to work for the Commissioners if they need something and to fight for Todd County’s needs in Pierre. 

Discussion was held on Canvassing the votes. There are Provisional Ballots to consider so the Commissioners will meet on Friday, November 9, 2018 at 11:00 a.m. to canvass the General Election on November 6, 2018.

The Auditor’s Account with the Treasurer was presented for the approval of the Board as follows:

At 11:25 a.m. Whipple left the meeting.

At 11:27 a.m. Tinant made the motion, seconded by Valandra, to enter into Executive session to discuss a personnel issue pursuant to SDCL 1-25-2 (1).

At 11:55 a.m. Tinant made the motion, seconded by Valandra, to return to regular session.

Roll call: All present ayes. Motion carried.

Tinant made the motion, seconded by Valandra, to direct the States Attorney to retain a Pro Tem States Attorney to review the removal of an Elected Official and advise the County Commissioners. The Pro Tem will be paid at the States Attorney’s rate as well as all expenses and mileage.

Roll call: All present ayes. Motion carried.

Ron Valandra, VSO, came to the meeting to ask about getting Word document on his computer. The Commissioners said the Auditor will look into it.

At 11:58 a.m. Tinant made the motion to adjourn until November 21, 2018 at 10:00 a.m., seconded by Valandra

Roll call: All ayes. Meeting adjourned.
