House Moving Training

Sicangu Wicoti Awayankapi (SWA) Corporation is soliciting bids for Training and Education for House Moving of 3 SWA Housing Units. Submissions shall include Training price per unit. Training Contract not to exceed 6 weeks.

Solicitation for bids are invited from non-Indian as well as Indian-owned economic enterprises or organizations and individuals beginning August 1, 2018 at 8:00 a.m. and closing August 15, 2018 at 2:00 p.m. Indian preference will be given in this award as set forth herein.

Scope Of Work

Train (1) one Lead House Mover, (3) three Helpers and (1) one Laborer with House Moving procedures. Trainees will be SWA Employees. Training Schedule will be determined and approved by SWA Property Facility Manager. Objective to be: SWA Employees/Trainees be able to move last (3rd) unit on their own with supervision and guidance of the Trainer. 

Vehicles, equipment and tools will be provided by and insured under the SWA Corporation.

Subcontracting on this project will not be allowed.

Payments will be made to successful bidder by submitting invoice to Procurement Manager upon completion of each unit. 

Contractor must have proof of the following to be included with the Solicitation for Bid: 

1. Indian Preference Pre-Qualification Packet

2. Rosebud Sioux Tribe Business License

3. Approved RST TECRO Compliance Plan and Paid fees, if awarded.

Indian Preference

Any firm seeking Indian preference in this award must provide evidence that it is not less than 51% Indian owned and controlled. A prequalification application is being provided to you if you wish to claim the Indian preference. This application can be returned with the Request of Bid. The Indian preference evaluation process shall be conducted during the bid evaluation and you shall officially inform as to your qualification for Indian preference. If a prequalification form has been submitted to us in the last six months and your firm is determined to be qualified for the preference, then fax or mail to us with your Request for Bid a written statement identifying any changes in your organization and we will determine if you continue to be eligible for the preference.


The contract(s) will only be awarded to responsible individual(s) or firm(s). The contract(s) will be awarded to qualified Indian enterprise(s) submitting the lowest responsive bid if such bid is within budgeting limits established for this solicitation and is within ten percent (10%) of the lowest responsive bid from any qualified individual or firm.

If no responsive bid by a qualified Indian enterprise is within the above-stated limits, then award will be made to the individual or firm with the lowest responsive bid.

The selected contractor will be responsible for paying all Tribal license fees and taxes, as well as permits that may be required, if any.

The successful individual or firm on this solicitation must comply with the Tribe’s TECRO Ordinance, including any licensing requirements. A copy of the RST TECRO Ordinance may be obtained from the RST TECRO office at (605) 747-2322.

The SWA Corporation reserves the right to accept, reject any and all bids or proposals. No member of the governing body, officials or persons directly involved with the SWA Corporation will have any bid privileges. 

This solicitation shall be accepted at SWA Procurement Office, ATTN: Gerald Eagle Bear by 2:00 p.m. (CST) on August 15, 2018 at which time the bids will be opened and read aloud and accepted for consideration.
