July 18, 2018

The meeting of the Todd County Commissioners was called to order by the Chairman in the Commissioner Room at the County Building at Mission on July 18, 2018 at 10:04 a.m. Roll call showed Board members Gregg Grimshaw, Patsy Valandra, William Giroux, Alec Whipple and Marshal Tinant. Also present was Auditor Barbara DeSersa.

Hugh Storms, Highway Superintendent, and Llewelyn, Dubby, Wright entered the meeting to discuss his road. Mr. Wright said he had talked to Bob Long about the culvert needed in his approach and Mr. Long told Mr. Wright the County was responsible for the culvert. The Commissioners told him they would replace the culvert. Mr. Wright also wanted to know when the speed limit sign would be put up. 

The road has been built up but has not been graveled yet. 

Mr. Wright left the meeting and Mr. Storms gave his report. Many roads were discussed as well as issues with the Highway equipment.

Whipple made the motion, seconded by Tinant, that the minutes of the meeting held on July 3, 2018 be approved as read.

Roll call: All ayes. Motion carried.

At 11:00 a.m. the hearing for the 2018-2019 Application for the New RB License submitted by the Rosebud Sioux Tribe/ dba Rosebud Casino Fuel Plaza for Package (on-off-sale) Malt Beverage and (on-off sale) South Dakota farm wines, was held as advertised. Kelly Turney, General Manager, was in attendance for the hearing. Whipple made the motion, seconded by Giroux, to approve the 2018-2019 Application for the New RB License submitted by the Rosebud Sioux Tribe/ dba Rosebud Casino Fuel Plaza for Package (on-off-sale) Malt Beverage and (on-off sale) South Dakota farm wines.

Roll call: Ayes: Grimshaw, Giroux, Whipple and Tinant. Nays: Valandra. Motion carried.

The Register of Deed’s Statement of Fees Collected during the Month of June, 2018 showed $1,442.50.

The Board of Commissioners reviewed the 2019 Preliminary Provisional Budget. More information will be brought to the next meeting for further review.

Valandra made the motion, seconded by Whipple, that the claims be approved as follows:

At 11:17 a.m. Whipple made the motion to adjourn until August 1, 2018 at 10:00 a.m., seconded by Valandra.
