Proceedings: TC Commissioners 1-17-18


Todd County, South Dakota

January 17, 2018

The meeting of the Todd County Commissioners was called to order by the Chairman in the Commissioner Room at the County Building at Mission on January 17, 2018 at 10:05 a.m. Roll call showed Board members Gregg Grimshaw, Patsy Valandra, William Giroux, Alec Whipple and Marshal Tinant. Also present was Auditor Barbara DeSersa and Dustin Schmidt.

Dustin Schmidt came to ask the Commissioners for an Easement that he needs as part of an EQUIP project he is working on through the NRCS. The easement is needed so that Mr. Schmidt can place the water line in the county right of way to pipe water from an existing well to a new water site. Whipple made the motion, seconded by Tinant, to approve the Easement for the ¼ mile of water line.

Roll call: All ayes. Motion carried.

Discussion was held that Mr. Schmidt would need to take the necessary steps to file the easement with the register of deeds.

Whipple made the motion, seconded by Valandra, that the minutes of the meeting held on January 3, 2018 be approved as read.

Carl Hunger, Sheriff, came to the meeting to discuss the Sheriff checking account at Wells Fargo. The account is being charged a monthly service fee of $12.00. Mr. Hunger talked to the Wells Fargo Bank Manager in Mission and he was told there will have to be a minimum daily balance of $3,000.00 to wave the service fee. Whipple made the motion, seconded by Tinant, to increase the Sheriff’s checking account to a daily balance of $3,000.00.

Lynda Douville, RST Map-21 Project, joined the meeting to inform the Commissioners that they have prepared a letter to send to landowners who will be affected by the construction of the new highway on Project 307. The letter that is being sent is an offer to purchase or donate the Right of Way from affected land owners. The commissioners read the letter and decided to have the States Attorney review the letter. Mrs. Douville also asked for written confirmation of the financial amount the Commissioners are willing to commit to the Project. The commissioners indicated that no decision had been made in this matter. Mrs. Douville left the meeting. The Commissioners discussed the Project 307 commitment and more questions need to be answered before a decision can be made.

Ron Valandra, VSO, came to the meeting to tell the Commissioners he would like to be a volunteer for the South Dakota Joining Forces Mission. This program will help Veterans, Military and family members in South Dakota, find the right programs to fit their needs. The Commissioners agreed, if Mr. Valandra had time. There is a survey Mr. Valandra needs to fill out and asked to attend the Annual SDVSOA Conference to recertify and it will be held in Pierre, SD on August 20-24, 2018. Tinant made the motion, seconded by Whipple, to authorize the necessary expenses for Ron Valandra, VSO, to attend the SDVSOA Conference to recertify, in Pierre, SD on August 20-14, 2018.

The Department of Legislative Audit is in the process of auditing the years 2015-2016 for Todd County. Toby Qualm is performing the audit and gave a letter to the Commissioners to sign, if the letter correctly expressed the process. Giroux made the motion, seconded by Valandra, to give the Chairman permission to sign the letter of understanding from the Department of Legislative Audit.

The Register of Deed’s Statement of Fees Collected during the Month of December, 2017 showed $872.50.

Hugh Storms, Highway Superintendent, came to the meeting to give his report. Road discussion was held.

Whipple made the motion, seconded by Tinant, that the claims be approved as follows:
