November 15, 2017

The meeting of the Todd County Commissioners was called to order by the Chairman in the Commissioner Room at the County Building at Mission on November 15, 2017 at 10:05 a.m. Roll call showed Board members Gregg Grimshaw, William Giroux, Patsy Valandra and Marshal Tinant. Absent was Alec Whipple. Also present was Auditor Barbara DeSersa.

Ranchers John Larson, Mary Beth Assman, David Collins, Gordan Assman, Fred Jensen, Tayler Assman and Hank Krogman joined the meeting. Mr. Collins explained the reason they were there is they were wondering why Todd County was only paid one month of grievance for the drought and the surrounding counties received 3-4 months of pay.

At 10:08 a.m. Alec Whipple joined the meeting.

The Commissioners explained they had made a Drought Declaration and Burn Ban on July 19, 2017 and it has not been lifted. The payment is determined by the UNL Drought Monitor and the Commissioners have no control over the process. Mr. Collins and Mrs. Assman have contacted State Legislator, Troy Heinert, and Congressmen Thune, Rounds and Congresswoman Noem and asked the Commissioners to do the same and explain to them the inaccuracy of the drought monitor. Mr. Tinant explained that this all pertains to Legislation in the Farm Bill. 

Whipple made the motion, seconded by Tinant, to approve the minutes from November 1, 2017.

Roll call: All ayes. Motion carried.

Discussion was held on old Assessor files that should be moved to Winner and stored at the Courthouse. Whipple made the motion, seconded by Giroux, to move the old Todd County Assessor files to the Tripp County Courthouse to be stored.

Giroux made the motion, seconded by Valandra, to change the last meeting on December 20 to December 29 to pay the end of year bills.

Roll call: All ayes. Motion carried.

Giroux made the motion, seconded by Whipple, to approve the 2018 Application for the Alcoholic Beverage License submitted by the TLE Prairie Hills for Retail (on-sale) Liquor with Sunday sales.

Roll call: Ayes: Grimshaw, Whipple, Tinant and Giroux. Nays: Valandra. Motion carried.

Hugh Storms, Highway Superintendent, came to the meeting to give his report. Discussion was held on various roads; crews are graveling and speed limit signs should be here soon. Mr. Storms brought in a video of the mulcher they discussed at the last meeting. Mr. Tinant asked if there was money available in his budget, and Mr. Storms said there was. Whipple made the motion, seconded by Valandra, to give Mr. Storms permission to buy the Mulcher for $29,172.00 from Diamond Mowers.

Roll call: Ayes: Grimshaw, Whipple, Valandra and Giroux. Nays: Tinant. Motion carried.

The Register of Deed’s Statement of Fees Collected during the Month of October, 2017 showed $2,585.50.

The Todd County Commissioners received two notices from the United States Department of the Interior.

Whipple made the motion, seconded by Giroux, to approve the following claims:
