Separate sealed proposals for the Rosebud Scattered Water and Sewer will be received by the Rosebud Sioux Tribe until 1:00 p.m. (C.D.S.T) on March 3, 2016, and then at Rosebud TECRO office publicly opened and read aloud.

The scope of work includes furnishing all labor, equipment and materials for the construction of individual and community facilities to serve individual home sites. Estimated quantities have been entered into the bid schedule but due to the differing site conditions throughout the reservation the quantities will change based on the need of each location. The contract will serve 18 homesites. There is no guarantee of a minimum amount of work, but it is estimated to be $200,000 per year. The total contract price will not be increased without prior authorization from the Owner via the change order process. At the end of the negotiated contract term, prices may be negotiated for a second and third contract term. However, if all parties do not reach an agreement the contract will be closed out and a new contract will be created for public bid based on available funding.

The Rosebud Sioux Tribe has a 3 percent tribal construction tax on all projects constructed within the Rosebud Indian Reservation. Contractors are not to include this in their bids. The tribal construction tax will be paid by the Indian Health Service for the actual construction total.

Prospective Bidders are encouraged to submit their name and address to the Indian Health Service so a name and address are on file if an Addendum is required.

The Rosebud Sioux Tribe has the right to reject any and all bids, waive informalities, or accept any bid or combination thereof which appears to serve the best interest of the Tribe. Award of the Project will be subject to the Rosebud Sioux Tribe Business regulatory requirements.
