March 21, 2018

The meeting of the Todd County Commissioners was called to order by the Chairman in the Commissioner Room at the County Building at Mission on March 21, 2018 at 10:00 a.m. Roll call showed Board members Gregg Grimshaw, Patsy Valandra, William Giroux, Alec Whipple and Marshal Tinant. Also present was Auditor Barbara DeSersa.

Ron Frederick, 4-H Program Advisor, came to the meeting to give the Commissioners a report on what they have been doing in 4-H. The 4-H Leaders are now active and there are 3 active 4-H clubs with 23 children enrolled. They have been very busy throughout this last year with the Todd County Fair and Achievement Days, a Farmers Grow My Plate training, various workshops and clinics. Mr. Frederick would like to use the Todd County Fairgrounds to hold the Hunter Safety Shooting Sports. Tinant made the motion, seconded by Whipple, to give Mr. Frederick permission to use the Todd County 4-H Building to hold the Hunter Safety Shooting Sports.

Roll call: All ayes. Motion carried.

Mr. Frederick also wanted to know if he could rent an office in the Todd County Building. The Commissioners checked and there are no offices available.

Whipple made the motion, seconded by Tinant, that the minutes of the meeting held on March 7, 2018 be approved as read.

Roll call: All ayes. Motion carried.

Llewellyn (Dubby) Wright came to the meeting to ask for a map of the Commissioner District boundaries and a copy of the Todd County Employee Handbook. The Commissioners gave both copies to Mr. Wright.

Carl Hunger, Sheriff, came to the meeting to bring quotes on a web based training program. With this he and his Deputy can keep up to date on the hours they need to keep certified. The program costs $750.00 for the first year and $88.00 per year, per person, for the following years. Giroux made the motion, seconded by Tinant, to give Carl Hunger, Sheriff, permission to order the Web Based Training Program.

Sheriff Hunger gave an update on the work he is doing with the 24/7 program which will allow the county to generate revenue from the administration of probation programs, as well as a potential joint effort with Rosebud Sioux Tribal Law Enforcement to make the program more efficient for both entities.

Discussion was held on the roads after the snow that was received last week and many complained that the plows had not been out. 

An application for the abatement of taxes was presented for Parcel 03A.38.26.3000, 2017 RE, belonging to Hope D Kalblinger Family Trust. The house and buildings had been removed from the property, therefore the second half of the taxes needed abated in the amount of $133.67.

Tinant made the motion, seconded by Valandra, to approve the application for abatement as presented.

Whipple made the motion, seconded by Valandra, to give the Auditor permission to advertise the Director of Equalization meeting to be held on April 18, 2018 at 10:00 a.m.

Valandra made the motion, seconded by Whipple, that the claims be approved as follows:

Payroll: Courthouse: $255.06; Veteran’s Office: $776.53; Sheriff’s Office: $2,833.29; Road & Bridge: $11,020.51; Emergency Management: $543.81. 

Various Deductions: First Fidelity Bank, Withholding, Social Security & Medicare, $3,904.81; Sd Public Entity Fund, $2,521.40; Sd Retirement System, Contribution, $2,085.16.

A 11:16 a.m. Whipple made the motion to adjourn until April 4, 2018 at 10:00 a.m., seconded by Giroux.
