Regular Meeting

Board Chairwoman Lynne Colombe called the regular meeting of the Board to order at 5:28 p.m., Wednesday, November 15, 2017, in the Crazy Horse Administration Building at St. Francis Indian School, St. Francis, SD. Executive Assistant called the roll. Ione Quigley gave the invocation. A quorum was present.

Members present: Ben Black Bear III (5:45 p.m.), Lynne Colombe, Georgia Kills In Water, Donald Leader Charge, Sr., Rita Means (after Oath), Henry Quick Bear, Sr., A. Starr Walking Eagle-Espinosa (6:30 p.m.), Bryton Whipple, Richard Bad Milk/ Superintendent (ex-officio), Marlene Short Bull (ex-officio).

Noted: Vincent Tyson, Deposit Accounts Manager of BankWest of Winner, SD, gave a presentation for the purpose of establishing a relationship with the School as the bank in which funds are deposited. The presentation was given before the Board meeting began due to time constraints of the Board.

It was moved by Henry Quick Bear, Sr., and seconded by Donald Leader Charge, Sr., to approve the agenda. The motion carried by show of hands. All present voted “yes” except Black Bear III and Walking Eagle-Espinosa who were late. 5-0-0-2-0

Public Address: None.

Chairwoman Colombe, Principal Debra Boyd, Golf Coach Richard Crow Eagle, and Cross-Country Coach Totes Waln recognized the Students who qualified for State in Golf and Cross-Country, respectively; the following Athletes were present and each received hoodies: 

Qualifiers for Golf (Boys): Josh Iron Shell (first-year qualifier) and Thomas DeNoyer (second-year qualifier).

Qualifiers for Cross-Country (Boys): Chase Boltz (fifth-year qualifier), Donald Aquallo, Jr. (first-year qualifier for SFIS, third-year qualifier overall), Israel Sharp Fish (first-year qualifier), Ryleigh Shot With Two Arrows (first-year qualifier), Drake Phelps (first-year qualifier), and Traven Traversie (second-year qualifier), and Alternate Blaine Black Bull (on team that qualified for State at Regions). 

Qualifier for Cross-Country (Girls): Sonnie Scott (first-year qualifier).

It was moved by Georgia Kills In Water and seconded by Ben Black Bear III that the SFIS Board of Directors officially recognizes the Student Athletes for their accomplishments in Cross-Country and Golf. The motion carried by show of hands. 6-0-0-1-0

Rosebud Sioux Tribal Education Representative Rita Means took the Oath of Office as administered by Chairwoman Colombe.

Board Member A. Starr Walking Eagle-Espinosa arrived at 6:30 p.m.

It was moved by Ben Black Bear III and seconded by Henry Quick Bear, Sr., to approve going into Executive Session at 5:50 p.m., to meet with the Superintendent on his Evaluation. The motion carried by show of hands. All present voted “yes” except Whipple who did not vote. 6-0-1-1-0

Board Member A. Starr Walking Eagle-Espinosa arrived at 6:30 p.m., during Executive Session. 

The Superintendent remained and then later was excused from Executive Session.

Board Members A. Starr Walking Eagle-Espinosa, Bryton Whipple, and Rita Means were excused at 9:00 p.m., and 9:05 p.m., respectively.

Chairwoman Colombe declared the meeting out of Executive Session at 9:32 p.m., and reconvened the meeting.

It was moved by Henry Quick Bear, Sr., and seconded by Ben Black Bear III to approve collaborating with the Treaty Council on an MOU/MOA to promote cultural activities. The motion carried by show of hands. 5-0-0-3-0

It was moved by Ben Black Bear III and seconded by Henry Quick Bear, Sr., to approve the following minutes (see below). The motion carried by show of hands. 5-0-0-3-0

• Special Board Minutes of October 17, 2017, as read.

Superintendent Richard Bad Milk’s Report covered: Personnel. (on file)

Noted: On the Superintendent’s Report, the Business Manager’s Report and the Verbal/Written Reports will be reviewed at the next board meeting.

For the record as requested by Board Member Georgia Kills In Water: “For the record, I would like to have all these beforehand, even the day before so we can review the Business Office information because we don’t have the time to sit here and go through each one of these quickly and I know we are going to miss something. So for the record, I would like to have these at least a day or two before the Board meeting.”

It was moved by Ben Black Bear III and seconded by Henry Quick Bear, Sr., to approve the following personnel recommendations for year 2017-2018 (see below). The motion carried by show of hands. 5-0-0-1-0*

• Personnel Contracts, contingent upon favorable background checks: Marlin White Hat/Security Guard, Alternate James Roether; Rose Hart/Para-Educator K-6; Leon Bad Hand/SPED Para-Educator K-6;

• Modified Job Description: Richard White Hat, Jr. from SPED Para-Educator to SPED Shadow 7-8, effective October 1, 2017;

• Supplemental Assignment Resignations: 

• Merle Anderson/Head Girls Basketball Coach 9-12, effective October 12, 2017;

• Homer White Lance/Assistant Basketball Coach 9-12, effective October 31, 2017;

• Candace Metcalf/Assistant Girls Basketball Coach 7-8, effective November 6, 2017.

• Supplemental Assignment: 

• Jenna Gray/Assistant Girls Basketball Coach 7-8, effective November 6, 2017.

It was moved by Ben Black Bear III and seconded by Henry Quick Bear, Sr., to approve the following additions to the Substitute List for year 2017-2018, contingent upon favorable background checks (see below). The motion carried by show of hands. 5-0-0-3-0

• Personnel Contract, contingent upon a favorable background check: Corry Lemmert/Guidance Counselor 9-12.

It was moved by Lynne Colombe and seconded by Henry Quick Bear, Sr., to approve the following in-house transfer for year 2017-2018: MaDonna Crow Eagle/Office Manager (Upper) K-6 from Media Technician/Media Manager. The motion carried by show of hands. 5-0-0-1-0*

It was moved by Ben Black Bear III and seconded by Donald Leader Charge, Sr., to approve the following Personnel Contract, contingent upon a favorable background check: Jeffery Valandra/Para-Educator 7-8. The motion carried by show of hands. 5-0-0-1-0*

It was moved by Henry Quick Bear, Sr., and seconded by Georgia Kills In Water to accept the evaluation and seek legal counsel. The motion carried by show of hands. 5-0-0-1-0*

Board Member Henry Quick Bear, Sr., gave the closing prayer.

*Voting privilege limited according to the By-Laws, Article IV, Section 8.

It was moved by Ben Black Bear III and seconded by Henry Quick Bear, Sr., to adjourn. 

The motion carried unanimously.
