Regular Meeting

Board Chairwoman Georgia Kills In Water called the regular meeting of the Board to order at 5:52 p.m., Wednesday, October 11, 2017, in the Crazy Horse Administration Building at St. Francis Indian School, St. Francis, SD. Executive Assistant called the roll. Adam Little Elk gave the invocation. A quorum was present.

Members present: Ben Black Bear III, Lynne Colombe, Wizipan Garriott-Little Elk, Georgia Kills In Water, Henry Quick Bear, Sr., Richard Bad Milk/Superintendent (ex-officio), Marlene Short Bull (ex-officio). Excused: Donald Leader Charge, Sr., A. Starr Walking Eagle-Espinosa, Bryton Whipple. 

Others present (for all or part of meeting): Deb Boyd, Brenda Farmer, Kim Hicks, Danielle Walking Eagle, Pete McCloskey, LuAnn Werdel, Adam Little Elk, Joseph Marino, Carney Crocker, Jackie McPherson, Caitlin Bordeaux, Lester Fool Bull, Clayton Wright, Jr., Pam Kills In Water, Earl Peneaux, Merle Anderson, Jr., Candace Metcalf, Staci Cumming, Stanford Eagle Road, Joe Farmer, Monica Rabbitt, Dave Brushbreaker, Donna Hollow Horn Bear, Summer Shield Him.

Additions to the agenda: None.

Deletion to the agenda: Presentation by Phil Two Eagle/Request to present at the next regular meeting.

It was moved by Ben Black Bear III and seconded by Wizipan Garriott-Little Elk to approve the agenda. The motion carried by show of hands. All present voted “yes”. 5-0-0-3-0

Public Address: Merle Anderson made a request to address the Board regarding a personnel matter. Later in the meeting, the Board met with Mr. Anderson in Executive Session.

It was moved by Ben Black Bear III and seconded by Wizipan Garriott-Little Elk to approve the following minutes (see below). The motion carried by show of hands. 5-0-0-3-0

• Regular Board Minutes of August 31, 2017, as read;

• Organizational Board Minutes of September 20, 2017, as read;

• Selected Memorandum of September 28, 2017, as read and affirmed: Travel and per diem for Board Member Henry Quick Bear, Sr., to attend the LNI Volleyball and Cross-Country Meet on September 29-30, 2017, in Rapid City, SD.

• Selected Memorandum of October 5, 2017, as read and affirmed: Travel and per diem for Board Members A. Starr Walking Eagle-Espinosa and Donald Leader Charge, Sr., to attend the Bordeaux Hall Naming Ceremony on October 10, 2017, at Black Hills State University in Spearfish, SD.

It was moved by Georgia Kills In Water and seconded by Ben Black Bear III to award the Gas, Fuel Oil, Etc. (Firm) Bids as follows (see below). The motion carried by show of hands. All present voted “yes” except Garriott-Little Elk and Quick Bear, Sr., who did not vote. 3-0-2-3-0

• Sandhills Oil Company of Thedford, NE – Gasoline at $2.299; Diesel #1 (low sulfur) at $2.499 per gallon, Diesel #2 at $2.399 per gallon; LPG Propane at $1.199 per gallon; Fuel Oil #1 at $2.299 per gallon, Fuel Oil #2 at $2.199 per gallon.

Other Companies who placed bids were: Sicangu Propane of Mission, SD; Farmers Ranchers Cooperative of Ainsworth, NE; Reese Propane and Appliances of Valentine, NE, and Country Pride Cooperative of Winner, SD.

Superintendent Richard Bad Milk’s Report covered: Business Manager’s Report (August-September Reports-Budget/Expenditures/Investments/Payroll PP#4, #5, #6, #7; ERLP Report; Presentation by Accounts Payable Rhonda Haukaas/Business Office Job Descriptions; Presentation by Accounts Payable Rhonda Haukaas/Electronic Signature Process and Check Signers; Bank Information Update; Audit Update); Verbal Report/Student Council President and Moderator (Caitlin Bordeaux/Teacher of the Year Announcement/System Change Conference on October 19); Personnel; School Board Training; School Board Retreat; OLNEC Meeting on October 20-21. It was moved by Ben Black Bear III and seconded by Wizipan Garriott-Little Elk to designate the School Board Chairman and the Treasurer with the other Board Members as authorized check-signers and to initiate the electronic signature process as recommended by the Business Office. The motion carried by show of hands. 5-0-0-3-0

It was moved by Ben Black Bear III and seconded by Georgia Kills In Water to authorize travel and per diem for interested Board Members and Superintendent to attend the Systems Change Banquet on October 19, 2017. The motion carried by show of hands. 5-0-0-3-0

It was moved by Georgia Kills In Water and seconded by Ben Black Bear III to approve the following Personnel Contract for year 2017-2018: Debra Boyd/9-12 Principal at $60,000.00, effective September 11, 2017. The motion carried by show of hands. 5-0-0-1-0*

It was moved by Georgia Kills In Water and seconded by Ben Black Bear III to approve the following Personnel Contract for year 2017-2018: Shaun Oliver/SPED Shadow at $11.00 per hour, effective September 11, 2017. The motion carried by show of hands. 5-0-0-1-0*

It was moved by Ben Black Bear III and seconded by Georgia Kills In Water to approve the following Supplemental Assignment for year 2017-2018: Carole Gregg/Concession Stand Moderator 7-12. The motion carried by show of hands. 5-0-0-1-0*

It was moved by Georgia Kills In Water and seconded by Ben Black Bear III to approve the following Supplemental Assignments for year 2017-2018 (see below). The motion carried by show of hands. 5-0-0-1-0*

• Homer White Lance/Drum Moderator K-6;

• Anthony Spotted Elk/Dance Moderator K-12;

It was moved by Ben Black Bear III and seconded by Georgia Kills In Water to approve the additions to the Substitute List for year 2017-2018 (see below). The motion carried by show of hands. 5-0-0-3-0

• October 5, 2017: Donald Bear Robe, Darrell Bear Robe, Thomas Bear Robe, Tate Lute Red Feather.

It was moved by Georgia Kills In Water and seconded by Ben Black Bear III to approve the following Supplemental Assignment for year 2017-2018: Laura Brushbreaker/ Assistant Volleyball Coach 7-8, retroactive to September 14, 2017. The motion carried by show of hands. 5-0-0-1-0*

It was moved by Ben Black Bear III and seconded by Georgia Kills In Water to approve the following resignation: Gwenn Haukaas/Office Manager K-6 (Upper), effective September 27, 2017. The motion carried by show of hands. 5-0-0-1-0*

It was moved by Ben Black Bear III and seconded by Georgia Kills In Water to approve the School Board Training on October 14, 2017. The motion carried by show of hands.

It was moved by Ben Black Bear III and seconded by Geogia Kills In Water to authorize travel and per diem for interested Board Members and the Superintendent to attend the OLNEC Meetings for year 2017-2018. The motion carried by show of hands. 5-0-0-3-0

It was moved by Wizipan Garriott-Little Elk and seconded by Henry Quick Bear, Sr., to approve going into Executive Session at 8:46 p.m., to discuss personnel matters. The Superintendent remained. The motion carried by show of hands. 5-0-0-3-0

It was moved by Ben Black Bear III and seconded by Wizipan Garriott-Little Elk to accept the Superintendent, Program, and Business Reports, as submitted. The motion carried by show of hands. 5-0-0-3-0

Individual(s) were called into Executive Session and then excused.

Chairwoman Colombe declared the meeting out of Executive Session at 9:35 p.m., and reconvened the meeting.

*Voting privilege limited according to the By-Laws, Article IV, Section 8.

It was moved by Ben Black Bear III and seconded by Georgia Kills In Water to adjourn. The motion carried unanimously.

The meeting ended at 9:37 p.m. Henry Quick Bear, Sr., gave the closing prayer.
