October 4, 2017

The meeting of the Todd County Commissioners was called to order by the Chairman in the Commissioner Room at the County Building at Mission on October 4, 2017 at 10:00 a.m. Roll call showed Board members Gregg Grimshaw, William Giroux, Patsy Valandra and Marshal Tinant. Absent was Alec Whipple. Also present was Auditor Barbara DeSersa.

Tinant made the motion, seconded by Valandra, to approve the minutes from September 20, 2017.

Roll call: All present ayes. Motion carried.

Discussion was held on Jennifer Roubideaux, Highway employee. Ms. Roubideaux hasn’t worked a 

40-hour week for some time. Tinant made the motion, seconded by Valandra, to reduce Jennifer Roubideaux to a part-time status, with no benefits.

Giroux made the motion, seconded by Tinant, to adopt the following:

RESOLUTION (36-2017):

Be it Resolved by the Todd County Board of Commissioners to herby increase Calvin Hunger’s wage for completion of probation on September 16, 2017 and

Hereby be compensated at the rate of $14.28 per hour. Dated at Mission, South Dakota this 4th day of October, 2017.

Roll call: Ayes: Grimshaw, Tinant and Giroux. Nays: Valandra. Absent: Whipple. Resolution adopted.

Giroux made the motion, seconded by Tinant, to adopt the following:

RESOLUTION (37-2017):

Be it Resolved by the Todd County Board of Commissioners to herby increase Owen Marshall’s wage for completion of probation on September 16, 2017 and

Hereby be compensated at the rate of $14.28 per hour.

Tinant made the motion, seconded by Valandra, to give the Auditor permission to advertise a Supplemental Budget Hearing for the Jail Fund and to be held November 1, 2017 at 11:00 a.m.

Roll call: All present ayes. Motion carried.

The Auditor’s Account with the Treasurer was presented for the approval of the Board as follows:

Valandra made the motion, seconded by Tinant, that the Auditor’s Account with the Treasurer be approved as presented.

Discussion was held on the 2018 Election as to what the plans are for the satellite site, as far as hours and days for absentee voting. The Commissioners made the decision to be open for Absentee voting on Tuesdays and Thursdays, from 9:00 a.m. to 3:00 p.m. in the Commissioner Room at the Todd County Building for the 2018 election. 

Valandra made the motion, seconded by Giroux, to adopt the following:

Hugh Storms, Highway Superintendent, came to the meeting to give his report. The crews are cutting trees out of the ditches and have bladed various roads. Mr. Storms inquired about the old Durango the Sheriff Department had that is parked in the shop yard. The Commissioners gave Mr. Storms permission to use the Durango. Ms. Valandra explained to Mr. Storms the protocol for giving an Employee a raise after probation is to come through the Commissioners to be approved, before the employee is done with the probation, and then the raise will be approved. This was the only reason she nayed the raises.
