Rosebud Sioux Tribe (RST)
“Pre-Development and Design A/E Services”
The Rosebud Sioux Tribe (RST) is requesting qualifications submittals from architectural and engineering firms for the performance of pre-development planning and design services.
The RST is seeking a team of professional architects and engineers (A/E) on the pre-development and design/engineering services for two projects - an expansion of the existing tribal Justice Facility, and the design of a new Tribal Government Complex. Both projects will require A/E Teams familiar with multiple funding sources, phased implementation, and interacting with multiple tribal/federal programs and agencies. The RST desires to work with an A/E team that understands indigenous lifeways, Lakota culture and sustainable, integrated design that keeps the idea of resilient tribal governance and strong Native communities in mind while providing a viable plan for development and implementation. The A/E Team will be required to work closely with the Sicangu Resource Development (SRD) office of the RST to interface with the tribal leadership and tribal programs to refine space and use as detailed programming is developed.
Project Title: Pre-Development and Design A/E Services, RST RFQ #17-080.
General Scope of Work Anticipated: The project consists of two primary phases: (1) Preliminary Data Gathering, Research, Engagement, and Documentation and (2) Pre-Development Analysis, Programming, and Concept activities needed to produce a Project Concept Narrative for each project. Future phases of design/engineering are possible after the completion of the first two phases, but are not immediate at this time. Additional details related to scope of work and timeframes are outlined in the RFQ Packet available upon request to the SRD Office.
Submittal Requirements: Interested parties are asked to send in a Submittal of Qualifications packet on letter-sized pages, to include the following: 1) Cover Letter; 2) Abstract; 3) Objectives; 4) Capabilities; 5) Procedures and Timeframes; 6) Proof of Indian Ownership for Indian Preference; 7) Project Team; 8) key individual team members including role, education and experience; 9) Description of knowledge and experience of community engagement and relevant work within Native American communities, in specific the Lakota; 10) A minimum of 3 references; 11) Statement on ability to carry insurances required; 12) Certifications, and; 13) Any other useful information that may help inform the selection process.
Basis of Selection: Selection of a qualified Architectural/Engineering Team will be based on review of the responses to this Request for Qualifications. However, the Rosebud Sioux Tribe reserves the right to interview the most qualified firms based on the number of submittals and relative credentials. Unnecessary marketing information or firm boilerplate is discouraged and will not be considered.

Three (3) printed hard copies and an electronic PDF copy of the Submittals of Qualifications must be sent no later than (3:00 p.m. CSwill be accepted. Hard copies of submittals shall be bound or in binders in a sealed envelope clearly marked (Subject: RFQ #17-080, “RST Planning and Design A/E Services”) on the front of the envelope. Failure to mark envelope shall result in a no bid and will be mailed back to sender.
The submission of the hard copies of the Submittals of Qualifications shall be sealed and sent to: Wayne Boyd, RST Treasurer’s Office, P.O. Box 430, Rosebud, South Dakota 57570, Tel 605.747.2345.
The Rosebud Sioux Tribe shall have the right to reject any or/and all Submittals of Qualifications, waive informalities, or accept any Submittals of Qualifications with intent to enter into contract negotiations, or combination thereof which appears to serve the best interest of the Tribe. Award of the project(s) will be subject to the Rosebud Sioux Tribe regulatory requirement. Upon request, and as a part of any negotiations, Consultants shall be required to provide proof of suspension and debarment certification.
