REGULAR MEETING

Board Chairwoman Georgia Kills In Water called the regular meeting of the Board to order at 6:05 p.m., Tuesday, May 30, 2017, in the Crazy Horse Administration Building at St. Francis Indian School, St. Francis, SD. Executive Assistant called the roll. Adam Little Elk gave the invocation. A quorum was present.

Public Address: Totes Waln made a request to address the Board regarding a personnel matter. Later in the meeting, the Board met with Ms. Waln in Executive Session. 

John Miller made a request to address the Board regarding a personnel matter. Later in the meeting, the Board met with Mr. Miller in Executive Session. 

Brian Sieh made a request to address the Board regarding a personnel matter. Later in the meeting, the Board met with Mr. Miller in Executive Session. 

SIG (School Improvement Grant) Director LuAnn Werdel and Institutional Development Planner Dr. Edward Valandra gave a presentation on the On-Site Fiscal Monitoring by the BIE (Bureau of Indian Education) Fiscal Review Team on April 24-27, 2017.

Treasurer Darwin Walking Eagle, Jr., opened the bids for Propane Tanks; he announced the bids.

It was moved by Darwin Walking Eagle, Jr., and seconded by Donald Leader Charge, Sr., to award the ten (10) Propane Tanks Six (6) 250 gallon and four (4) 500 gallon, Serial Numbers: 765323,1157,765322,528,82985, 111366, 625839, 624653, 60893, 63282) to Sandhill Oil of Thedford, NE, in the amount of $4,000.00. The motion carried by show of hands. 5-0-0-3-0

For the record as requested by Chairwoman Georgia Kills In Water: “From the Adjourned Board Minutes on May 3,2017, page 5, when Mr. Little Elk requested for the record, “I would like to officially go on the record with regard and to express a deep concern with regard to both the BIE Audit and our financial audit. I’m not seeing an adequate plan of action to address either of those and I think is very concerning. “It’s also very concerning that we are looking at going on receivership for 1/12 spending and I think it shows a lack of oversight and lack of administration and I don’t think we’re doing a good service to our students, to our staff, or to our tribe by allowing this to happened. I just want to be on record for saying that.”

I believe that his statement to the receivership is really preliminary because we haven’t received an official letter from the BIE. I think he is speaking ahead of just about everything. We just heard a presentation from LuAnn and Dr. Ed Valandra and their ahead of this game. I just want that for the record, that his statement was really preliminary because we haven’t received any letters, official correspondence from BIE. Thank you.”

It was moved by Darwin Walking Eagle, Jr., and seconded by Donald Leader Charge, Sr., to authorize an annual premium payment in the amount of $55,209.00, to Kelly Insurance Agency of Bismarck, ND, for Tribal Worker’s Compensation Trust 2016 Audit. The motion carried by show of hands. 5-0-0-3-0

It was moved by Darwin Walking Eagle, Jr., and seconded by Donald Leader Charge, Sr., to authorize the following: Trade-in two (2) Buses and purchase two (2) Buses from Foreman’s Bus Sales of Miller, SD, in the amount of $126,964.00 ($180,464.00 - $53,500.00/trade-ins = $126,964.00) as follows (see below). • Purchase one (1) 2018 Thomas EFX Front Engine School Bus, 83-Passenger, valued at $90,232.00; trade-in one (1) 2012 Blue Bird Vision Bus, 77-Passenger, (VIN 1BAKGCPH7CF283560), valued at $35,000.00; difference is $55,232.00;

• Purchase one (1) 2018 Thomas EFX Front Engine School Bus, 77-Passenger, valued at $90,232.00; trade-in one (1) 2010 Blue Bird Vision Bus, 65-Passenger, (VIN 1BAKFCPH2AF268500), valued at $18,500.00; difference is $71,732.00.

It was moved by Darwin Walking Eagle, Jr., and seconded by Donald Leader Charge, Sr., to approve the following revisions to the Parent Handbook, page 7-8, by deleting the SFIS “Parental Involvement Policy” and adding the “Parent Involvement Policy”, and 

Page 9-11, by deleting the “Home/School Compact for Parents, Home/School Compact for Staff, and Home/School Compact for Students”, and adding the “Parent-School Compact”. The motion carried by show of hands. 5-0-0-3-0

It was moved by Donald Leader Charge, Sr., and seconded by Darwin Walking Eagle, Jr., to authorize travel and per diem for interested Board Members to attend the Background Training on June 1, 2017, as sponsored by the South Dakota Criminal Investigation Division.
