The meeting of the Todd County Commissioners was called to order by the Chairman in the Commissioner Room at the County Building at Mission on May 17, 2017 at 10:12 a.m. Roll call showed Board members Gregg Grimshaw, William Giroux, and Marshal Tinant. Absent was Patsy Valandra and Alec Whipple. Also present were Deputy Auditor Rachael Steskal and Mike Wandersee, IHS. 

Mike Wandersee brought an easement agreement for the Commissioners to sign for the Lakeview Water Main Extension Project. Giroux made the motion, seconded by Tinant, to give the Chairman permission to sign the easement. 

Roll call: All present ayes. Motion carried

At 10:15 a.m. Patsy Valandra joined the meeting. 

Mr. Wandersee also asked about the road behind Stadium Sports. Mr. Wandersee would like it graded and asked what the County would charge. Discussion was held by the Commissioners. The road belongs to Harmons and is not a County road. Mr. Wandersee left the meeting. 

At 10:19 a.m. Alec Whipple joined the meeting. 

Patsy Valandra made the motion, seconded by Tinant, to adopt the following:

RESOLUTION (20-2017):

Be it hereby resolved, that the list of individuals set forth below, are hereby authorized to request rangeland fire assistance, on behalf of the Todd County Board of Commissioners, as specified in SDCL 41-20A-11. The authority to request assistance as provided shall continue in full force and effect until terminated or modified by resolution of the Todd County Board of Commissioners. The County Fire Assistance Authorization list consists of Commissioners Alec Whipple, Parmelee, South Dakota, William Giroux, Rosebud, South Dakota and Marshal Tinant, Crookston, Nebraska.

Roll call: Ayes: Grimshaw, Valandra, Giroux, Whipple and Tinant. Nays: None. Resolution adopted. 

Whipple made the motion, seconded by Valandra to adopt the following:

RESOLUTION (21-2017):

Be it hereby resolved, that Kara Walkling, Emergency Manager, is appointed the County Rural Fire Coordinator for the Todd County. The County Rural Fire Coordinator is hereby authorized to act as a single point of contact, on behalf of the Todd County, in dealing with administrative matters such as burn bans, billings, or questions about this Rangeland Fire Agreement specific to the County. This authority shall continue in full force and effect until terminated or modified by resolution of the County of Todd Board of Commissioners. 

Roll call: Ayes: Grimshaw, Valandra, Giroux, Whipple, Tinant Nays: None. Resolution adopted. 

Whipple made the motion, seconded by Valandra, to accept resignations from Evastine Wright, Highway employee, effective May 19, 2017, and Michele Sulsberger-Grimshaw, Fairboard, effective immediately.

Whipple made the motion, seconded by Giroux, to approve the following claims:

At 10:39 a.m. Highway Superintendent, Hugh Storms, joined the meeting to give his report. Discussion was held on various roads. Mr. Storms presented his list of projects for the year. The department will be working on shaping numerous roads throughout the year. Mr. Storms reported traffic has increased on the Mission bypass from 282 cars per day to about 500 cars per day. The crews are currently working on Kalblinger Road all the way to White Lake. Discussion was held on trailblazing laws. A concerned citizen spoke with Mr. Tinant previously about a leafy spurge problem on his land. Discussion was held on a certified person for weed control. Mr. Storms requested permission to attend the SDACHS Annual Summer Meeting on June 7 and 8 in Pierre. Whipple made the motion, seconded by Valandra, to authorize necessary expenses for Hugh Storms, Highway Superintendent, to attend the Annual Summer Meeting in Pierre, SD on June 7-8, 2017.

Whipple made the motion, seconded by Valandra, to approve the minutes from May 3, 2017.

At 11:14 a.m. Whipple made the motion, seconded by Valandra, to adjourn until the next meeting to be held on June 7, 2017.
